Yeah tomato is working fine, WAN to LAN and LAN to LAN tests are > 700MBps, so that shouldn't be a factor.
In your specific case, speed could be limited by many factors:
1- QoS enabled (you should disable it)
2- Distance of computers to the AP (RT-N66U)
Are you at 2.4 or 5GHZ? What are the computers wireless NICs?
Are you wireless connected at what speed? 54? 150? 300? 450?
3- Cat6 ethernet cable installed? (Between RT-N66U and TS-119P+)
I believe it could be the problem, some Cat5 cables could connect at 1GBIT but performance its a mess. I had several problems with that, check your cable and replace it. Even if your cable is a Cat6 try a different one.
4- You should do the same tests via cable, computer (cable cat6) => RT-N66U => nas (cable cat6), that way you could know the maximum speed of your network.
You should have more than 50mb/s, then wireless could reach normal speeds. Your wireless speeds are being limited by the cable, for sure.
PS: RT-N66U maximum USB transfer rate reached by me was 17-18MB/s (read/write) in FTP and 15-16MB/s in Samba. It's not brilliant but its OK for a router, don't expect more than that from this hardware, i never thought it could reach those speeds considering the specs.
