It is very unlikely you can do it. There are Linux drivers for some WiFi chipsets which allows to tune up the output power but it does not apply for Windows... Also I saw some solution for one WiFi PC card - it was necessary to edit internal EEPROM to change the output power... So if you get some VERY detailed information about your WiFi chipset...But usually it's not easy at all...
