The instructions to flash openWRT to the router over the serial port are here, but I'm not sure if this will help - it looks like you need pre-existing files on your router (ie a working firmware in the 1st place)

There may be some programs around to see what is coming out of a serial port, but unless you find one specific to the wl-700ge format, it won't actually be of much use...
