Package prioritize

I have looked around, and are not able to find what I'm looking for.

I want to be able to define what actions have what priority.
I.e. I want torrent (and my FTP-server) to be prioritize as low as possible, so they won't have any effect on my internet speed when I'm surfing or whatever.

Is that possible, and how ?

Hmm.. ok.. thanks. I'll see if I can make this work..
though I thought it was more of a port priotizing program
