What I want is to forbid only SSH login.

It should works.
first check permission to folder and set
chmod 777 "dirname"
chroot admin:root

if this wont work, try to access to folder over ftp, to debug if problm is in samba.

after configuration vsftpd I need to disallow ssh login (port 22) for all users in /etc/passwd except root user.

I had same problem in 1.83 version. So I downgrade back to stable v1.76 and checking is much faster, same as downloading ;-)

I do same piece of work. 1.83 crashes every day, so going back to stable 1.76 and waiting for stable 1.84 ;-)

Yes, of course, each disk has it´s own power supply (3,5'' HDD mostly has their own power supply).
Connected is only one HDD and one flashdisk.
