How to change the default port 21 for vsftp

I add "listen_port=3333" in vsftp.conf.

But it can't work.

VSFTP still listens port on 21.

How to change the default port 21 ?

look at "xinet.d" configuration - there's a file where is stored the service name and default port also for vsftpd
