Build IPKG packages

I have compiled ICES and it really rocks! I would like to build an ipkg package and place it on the ipkg repository for Asus 500gP. I have found different pages in Internet about this topic but most of them refer to ipkg-utils which I can't find. Does anybody knows a feasible method to build ipkg packages?
