i have update the firmware to version 1.9.2.7-10, but seems i cant telnet from WAN.. WEB access from WAN is ok

Then i tried to telnet from LAN, it works:(

Is it a design error or anything wrong?

As far as I know, you can only telnet to the router via LAN. You should set up SSH and configure the firewall to allow SSH from WAN. There are several guides here on the forum that shows how this is done.
