Maybe your USB Flash disk was not recognized by the router due to some incompatibility or you don't have the filesystem created on it so FTP daemon did not start.
BTW Telnet daemon does not depend on FTP daemon at all so through LAN it works everytime.
It seems you are trying to follow a bit obsolete instructions - this is not necessary anymore and it won't work with any 1.7.5.6 firmware (I have already noticed it in some HOW TO related to this matter a couple weeks ago).
